BACKGROUND TO WORKSHOP
Presently in South Africa it is assumed that education takes place in
primary and secondary schools, in formal tertiary institutions and in a
number of ancillary premises which privately deliver education and training
at various levels. Recent research has suggested the need to re-examine
this notion in terms of the design of education facilities and the
development of learning spaces.
Arising out of this research has come the suggestion that MPCCs and MPLCs,
which are seen as integral points of information dissemination and service
delivery, would provide more cost effective facilities for underdeveloped
communities. These MPCC's are increasingly being seen as centres which can
integrate the developmental needs of the community with the provision of
services which should include education. The vast opportunities for the
provision of Distance Education in such centres needs to be discussed..
In order to initiate discussion about MPCCs, it is hoped that a wide range
of stakeholder representatives will be able to attend this workshop. Please
extend this invitation to any interested colleagues.

initiative. As promised at the meeting, the questionnaire is re-included

CONTRIBUTIONS ASKED FOR A DATA BASE ON SOUTHERN AFRICAN
ORGANISATIONS AND PROJECTS DEALING WITH TELEMATICS FOR DEVELOPMENT
The need for a specialised Southern African data base on organisations
and projects within the context of telematics for development has been
expressed many times. The Telematics for Africa Development (TAD)
Consortium needs this information about and for its member
organisations. PRODDER already has the most comprehensive data base
on development organisations in the SADC region, but it has to be
extended to include e.g. projects. At an international
conference/workshop in September 1997 it was decided that SADECCON
(Southern African Development, Culture, and Communication Network)
will also do further "mapping" of organisations and projects within
its field of interest.
SADECCON, PRODDER and the TAD Consortium have now joined forces for an
international survey for such a data base.
The focus of the survey will be on electronically based information
programmes and organisations, particularly those working within the
areas of development, culture and communication. All Southern African
organisations are invited to contribute information that will ensure
their inclusion in the data base. Information will be made freely
available on a World Wide Web site that will be "hot linked" to
individual organisation's websites.
You are requested to supply the following information about your
organisation. If you have your own Web site, readers will be referred
to it by means of a link and you have to supply only the minimum
information below. Since the information will be made freely
available, you may prefer not to complete all categories. If you have
already supplied the basic information to PRODDER, you only have to
supply information about projects (see question 14 below).

WHAT IS SADECCON?
The Southern African Development, Culture, and Communication
Network (SADECCON) is is a consortium, co-ordinated by
the Human Sciences Research Council (HSRC, Pretoria). SADECCON will
network, research and co-ordinate regional activities and initiatives
in development, culture, communication and information. It is aimed
at promoting (a) liaison between organisations, researchers,
academics, etc., (b) the dissemination of information and (c) data
bases.

The New York Academy of Sciences is convening a Conference entitled
Science and Technology for African Development: Partnerships in a
Global Economy in Harare, Zimbabwe from March 15-18, 1998.
Co-conveners of the Conference are the African Business Round Table,
the African Development Bank, the Economic Commission for Africa, and
the Association of African Universities. ICSU / COSTED is also an
Associate Sponsor.
For the last several years, with support from the Carnegie
Corporation of New York and the MacArthur Foundation, the New York
Academy of Sciences has undertaken a project focusing on documenting
the links between technology policy and investments with overall
economic growth. In an effort to distill "lessons learned" from a
variety of practical efforts now underway, the Academy conducted a
series of in-depth case studies of "science-poor" U.S. states as well
as global experiments to derive critical issues that must be
addressed by partnerships of government, corporate, and academic
leaders if such an S&T-economic growth link is to be successfully
forged.
These case studies examined not only the substance of successful
policy, but also the most fruitful strategies for the process of
creating the legislative and executive coalitions that will endure
over time. The challenge is to ensure that the viability of policy
in political cycles matches the long-term nature of technology's
economic impact.
The conference represents a partnership of leading public, private,
and academic institutions in Africa to consider both the substance of
effective policy that would encourage technology investments and
programs in Africa, and the pragmatic partnerships and processes
necessary for bringing such initiatives to fruition.
