Click on the New File icon.  You
will be presented with a pop-up screen (see image below).
Make sure that the Background color is White.
You can also choose the size of your new image by changing the Width
and Height. Remember that the average full screen
is Width 640 and Height 480, but an image that large will have a large file size, which is
not ideal for a Web page.
Click on OK.
