How is distance education managed in consortia and virtual
institutions?
A consortium usually consists of two or more distance learning institutions (or units
within an organization) that agree to share responsibilities in designing or delivering
programs. Each member of the consortium has its own management structure and contributes
personnel to participate in setting general policies. Each consortium member also usually
manages the delivery of the courses to its own constituency. A special type of consortium
is formed when a ministry of education or similar agency convenes a team of individuals or
institutions to design and deliver a course or series of courses, usually on a scale too
large for a single institution.
