Although at a distance, every learner should be in communication with an instructor in
the distance teaching system. Many institutions organize these connections between
students and teachers around local and regional study centers.
A study center may be no more than a room in a local school, but there are many
management activities associated with setting it up and running it. The distance teaching
institution must maintain good relations with its host, negotiate a rent, and make
arrangements for the use of host personnel and equipment. The most critical management
